The motorist challenged a Bull Lane bus-gate PCN, describing difficulty seeing the signs after a turn from Wilbury Way. They also relied on satnav directions, an earlier stop on the road and media reporting about enforcement at the location.

Enfield supplied CCTV, sign evidence, a site plan and the relevant prescribed-routes order. Lola Moses found that the recording showed the vehicle passing the terminal signs and BUS GATE road marking. The order restricted the route to buses and pedal cycles, and none of the identified exceptions applied. The appeal was refused on 29 December 2025.

The adjudicator found the signing clear and adequate on the evidence before her. Starting a new journey after parking on the road did not create an exception. General criticism of enforcement and the number of PCNs issued did not establish a ground for cancelling this notice.
