The motorist received two PCNs at different sections of Monier Road, 90 seconds apart. They accepted passing the blue restriction sign in the second incident but said they were leaving the same restricted area they had just entered. Tower Hamlets maintained that the sections were independently signed and enforced.

Anju Kaler had sketch plans and the second incident's recording, but not the video of the first incident. She could not establish the full sign sequence or whether the vehicle could leave the first restricted area without passing another blue restriction sign. The authority had not provided clear evidence of another exit route. The appeal was allowed on 18 December 2025.

The decision was specific to the missing route evidence. It did not create a rule that every pair of PCNs on the same road, or within 90 seconds, must be cancelled. Distinct restrictions can produce distinct contraventions when the evidence establishes them.

A representation raising this point should include both notices, the timings and a marked route. Ask for both recordings and the signs along the intervening route. Explain why the notices concern one continuing passage, rather than relying only on their proximity in time.
