The vehicle entered the bus lane on Camden Road SW-BND From Camden Street shortly before reaching a red-route parking bay where parking was lawful. Transport for London argued that it had entered too early. The dispute therefore required more than identifying the continuous white line: the adjudicator examined the relevant exemptions in the order.

Article 4(2) exempted a vehicle being used for a purpose permitted by another order. Edward Houghton found that provision applicable to the lawful parking bay. He distinguished Article 4(3), concerning crossing to an adjacent road, lay-by or premises, which did not directly describe this situation.

The adjudicator considered the short approach needed to reach the bay and recognised that the vehicle could not move into it at a right angle. On these facts he found that the exemption applied and allowed the appeal on 2 December 2025. The accepted ground was the order's permission, not a general tolerance for a few metres of bus-lane use.

To raise a similar point, identify the bay and show that parking there was permitted at the relevant time. Supply the recording of the actual approach and the operative exemption article. A different order, a prohibited stopping place or a longer journey along the lane may produce a different result.
