The motorist challenged a motorcycle bus-lane PCN at Lordship Lane Eastbound Near Junction Tintern Road. The issue was whether the restriction excluding the motorcycle had been adequately conveyed on the approach, not whether motorcycles are generally entitled to use bus lanes.

Haringey's CCTV showed a large directional sign almost completely obscuring the blue bus-lane sign. The adjudicator also considered the street-level imagery and found that it demonstrated obstruction. The evidence did not establish the preceding signs or the signs at the commencement of the lane.

Belinda Pearce accepted the motorist's account and was not satisfied that the signage was clear in the absence of evidence about the visibility of earlier signs. The appeal was allowed on 20 December 2025. The decision turned on the authority's evidence of the sign sequence available to this driver.

A comparable challenge should identify the route taken and show the obstruction from driver height. Ask the authority to establish the signs encountered before the recorded point and their condition at the relevant time. This decision does not establish a general motorcycle exemption or invalidate every restriction on the same road.
