Hospital and Transport Notices Are Not All the Same
A hospital ticket may concern an unrecorded concession or a treatment delay. An airport notice may allege non-payment for a drop-off or stopping where prohibited. A station ticket may concern a daily payment or season ticket. Read the actual allegation before collecting evidence.
The Department for Transport's Schedule 4 guidance distinguishes ordinary private parking land from land subject to statutory parking controls. Check whether a particular airport or railway location is covered by byelaws. A private company's logo does not establish that every notice it sends is a contractual Parking Charge Notice or that keeper liability applies.

Hospital Concessions, Treatment Delays and Parking Complaints
The Department of Health and Social Care's NHS car parking guidance, updated on 29 March 2022, identifies free-parking groups for NHS trusts in England, including qualifying disabled people, frequent outpatients, parents staying overnight with sick children and night-shift staff. Its voluntary guidance also recommends waiving additional charges where treatment or work overruns beyond the driver's control.
Check the hospital's published parking policy and the registration process for the concession. Ask its parking office or PALS to review a charge caused by an unrecorded entitlement or treatment delay, while keeping to the notice's appeal deadline. This NHS guidance is not a blanket rule for private hospitals or transport car parks.
The Parking Notice and Appeal Deadline
Keep every page of the notice and record when it arrived. A windscreen Notice to Driver, a postal Notice to Keeper and a Notice to Hirer have different requirements. The deadline for sending an appeal is not the same as the deadline an operator must meet when delivering a notice to establish keeper liability.
Use the appeal deadline printed on the notice and send the challenge promptly. If a discount is still available, check what the operator says will happen to it during an appeal. Do not assume that a shop complaint or a request for photographs extends the appeal deadline.

Evidence for a Hospital, Drop-Off or Station Parking Dispute
Match the evidence to the site. A hospital appointment does not answer an airport payment allegation, and a train ticket does not necessarily include station parking.
- Hospital: attendance time, confirmation of a treatment delay, concession registration and relevant parking-office correspondence. Share only medical information needed to explain the parking issue.
- Airport: drop-off payment confirmation, terminal or zone, registration entered and the advertised payment deadline.
- Railway station: parking session or season ticket, station location, booking terms and proof the vehicle was covered.
- All sites: the complete notice, signs and location plan, including any reference to byelaws or a separate appeals scheme.
Check the Concession, Payment or Legal Basis of the Notice
For a hospital charge, distinguish evidence that parking was authorised from a request to consider an unexpected delay. For an airport or station charge, establish whether the alleged failure concerns payment, stopping or parking outside an authorised area. Ask for the term, location and evidence relied upon.
Where byelaws are cited, follow the procedure stated on that notice and have its legal basis checked before using a private parking appeal template. The operator, independent appeal body and later proceedings may differ. The private-contract stages below apply to contractual charges, not automatically to a byelaw penalty.

Prepare a Response for the Site and Notice Received
Name the location and explain the payment, permission or concession that should cover the visit. Attach the confirmation and identify any disputed timings. Where the notice mentions byelaws, make that clear at assessment so the response addresses the correct legal basis rather than assuming an ordinary private parking contract.

Send the Appeal to the Parking Operator

POPLA or IAS After an Operator Rejection
GOV.UK explains that an independent appeal follows an unsuccessful operator appeal: POPLA for participating BPA operators and the IAS for IPC operators. Read the rejection for the appeal reference, eligibility and deadline. Respond to the operator's reasons with the records from your visit, rather than repeating an unsupported request for cancellation.

Debt Letters and Court Claims After a Parking Charge
A debt collection letter is not a court judgment. If the dispute continues, identify whether you have received a reminder, a debt letter, a Letter Before Claim or an actual County Court claim form. Each calls for a different response. Follow the guide for the document you have received, and do not treat a court claim as another reminder.
