1. What does Croydon Code 07 mean?

Code 07 concerns payment made to extend a stay beyond the initial time where that extension is prohibited. It is not simply an unpaid-overstay allegation. A second purchase only establishes this contravention if the applicable rules prohibited the extension and the records support the same continuing stay.

2. What must Croydon establish?

Read the bay and payment instructions for the actual extension rule, maximum stay and no-return period. Those conditions answer different questions.

An app's ability to sell more time does not establish that the roadside conditions allowed it. Record both the displayed instructions and the transaction sequence.

• The parking order and applicable instructions must prohibit the extension alleged; a maximum stay is not automatically a ban on topping up an initial purchase.
• The records must connect the additional payment with the same continuing stay, rather than merely show two transactions for the vehicle.
• Compare the initial expiry and later purchase to distinguish an extension from a corrected or completed original payment.
• If the vehicle left and returned, check that evidence and the separate no-return condition. Acceptance of a new payment does not override a prohibited extension.

3. Grounds and exemptions for a Croydon Code 07 appeal

The statutory ground must match what happened. These code-specific points explain how to establish it.

Where an applicable concession already allowed the vehicle to remain without further payment, explain its conditions and why they were satisfied. A permit or badge must cover that bay and use. An app accepting a payment does not by itself override a clearly applicable prohibition on extending parking.

• The parking order and displayed conditions allowed extensions within the maximum stay. Provide the relevant terms and both sessions. An old assumption that every meter prohibits topping up is not enough.
• The council has joined two separate visits. Show departure and return evidence, the bay positions and the two payment periods. Check any separate no-return condition rather than assuming that departure permits an immediate return.
• The extra transaction corrected a payment error or completed the original purchase rather than extending the stay beyond its permitted duration. Explain the transaction sequence using the provider's records and confirmation times.
• The original expiry or alleged additional period was recorded incorrectly. Ask for both observations and the records relied on to establish the same vehicle and continuing stay, then compare them with your evidence.
• The alleged parking contravention did not happen, including where a relevant exemption applied or the restriction was not adequately signed.
• You were not the owner at the relevant time: you never owned the vehicle, sold it before the event or acquired it afterwards.
• The vehicle was under someone else's control without the owner's consent at the time of the alleged contravention.
• You are a vehicle-hire firm and the vehicle was hired under a qualifying agreement with a signed statement accepting PCN liability. Supply the hirer's name and address.
• The authority is demanding more than the penalty legally applicable to this case.
• The authority failed to comply with a statutory requirement in imposing or recovering the penalty: a procedural impropriety.
• The traffic order relied on is invalid, except an order subject to Part 6 of Schedule 9 to the Road Traffic Regulation Act 1984.
• For a postal PCN relying on prevented service or a qualifying drive-away under regulation 10(2)(b) or (c), nobody prevented the officer from attaching or handing over the PCN. This is not the ground for an approved-device postal PCN.
• The enforcement notice should not have been served because the penalty was already paid in full, or at the valid discounted amount by the applicable deadline. Paying a parking tariff is different from paying the penalty.

4. How to make a formal representation to Croydon

For a parking PCN attached to the vehicle or handed to the driver, send an informal challenge to Croydon. Formal representations are made against the Notice to Owner, or directly against a postal parking PCN, within 28 days beginning with service. Respond to the formal notice even if an earlier informal challenge is unanswered.

• The first session and every later transaction, with start, expiry and purchase timestamps.
• The sign, machine instructions and parking-order provision governing extensions or maximum stay.
• Council photographs and observation notes connecting the vehicle to the same bay over time.
• Dated departure or return evidence, or provider correspondence explaining a corrected transaction.

1. Open Croydon's PCN service below. Enter the PCN reference and vehicle registration to find the notice and evidence.
2. Use the Appeal online link on Croydon's official page, which opens its ParkingMax service. Prepare your explanation and have the contravention code ready before starting.
3. Croydon also accepts a written challenge by email at pcn@croydon.gov.uk. Include the PCN reference and your residential address; contact-centre staff cannot assist with a challenge by phone.
4. The council says its appeal process shows parking photographs, which may take up to 24 hours to appear.
5. References beginning A are environmental notices and use a different process, not this PCN route.
6. Explain which part of the Code 07 allegation you dispute. Include the PCN reference, vehicle registration, your address and copies of photographs or records supporting each point.
7. Save the full submission, attachments and dated acknowledgement.

5. How long does Croydon have to respond?

Croydon must serve its decision within 56 days beginning with receipt of qualifying formal representations. If it fails to comply, those representations are deemed accepted. This statutory period applies to formal representations, not an informal challenge or a request for photographs.

6. If Croydon rejects your representation

A formal Notice of Rejection explains Croydon's decision and how to appeal to London Tribunals. You have 28 days beginning with service of that notice to pay or register your tribunal appeal.

Compare the reply with the Code 07 grounds and evidence you submitted. Identify any unanswered point, missing evidence or inconsistency between the restriction and the recorded event. Keep the rejection notice and the appeal details supplied with it.

An informal rejection is different: formal representations can be made if a Notice to Owner follows.

7. Taking your Croydon appeal to London Tribunals

London Tribunals is independent of Croydon. Use the registration instructions and verification details in the Notice of Rejection, upload your evidence and explain why the alleged Code 07 contravention or liability is disputed.

There is no fee to register the appeal. If it is refused, the full penalty is normally payable; an earlier discount does not automatically continue. If registering late, explain the delay so the adjudicator can decide whether to accept the appeal.
