About Parking at University of Dundee

Dundee's parking regulations cover university-managed sites, including City Campus, the Botanic Gardens, Riverside and Wilson House. They exclude other Health Board parking at Ninewells and Kirkcaldy, DUSA's car park and separately managed residences. A ticket at one of those sites may have a different issuer.

A parking charge on a Scottish campus is not a council fine. The claim concerns the parking agreement and who is liable under it. Do not treat England and Wales' Schedule 4 notice deadlines as a test that automatically cancels a Scottish charge. In an FOI response dated 22 April 2026, published on 19 August, the Scottish Government confirmed that its private-parking keeper-liability provisions had not been commenced. A letter addressed to the registered keeper does not, by itself, establish that the keeper was driving. Give an accurate account and do not invent a driver or deny something you know is true.

Parking Notices at University of Dundee

Start with the document you received. A campus parking demand, a debt collection letter and a sheriff-court claim have different consequences.

Paying the charge

Should You Pay the Campus Parking Charge?

If you accept the charge or decide not to challenge it, use the university's official instructions and retain the receipt. Check the discount date before deciding. Payment may close the parking appeal, so do not pay while assuming a challenge will continue.

From ticket to resolution

Parking Enforcement at University of Dundee

A disputed charge can be cancelled, paid or pursued further. Keep the written record at each stage.

  1. 01

    University Appeal

Dundee accepts parking appeals at parking@dundee.ac.uk within 28 days of the PCN issue date. Its policy provides for an email response within 28 days and an IAS appeal after rejection. Send the notice, permit or payment record and the reason the charge is disputed.

Send the notice for a free assessment and identify the support needed for your parking appeal.

  2. 02

    Independent Review

If the university rejects the first appeal and offers IAS review, submit the evidence and arguments within the period stated in the rejection and current IAS conditions. Glasgow's published university page refers to 21 days after rejection; Dundee's refers to 28 days. Act promptly rather than relying on a generic deadline. Distinguish an IAS Standard Appeal from the separately agreed non-standard procedure; their binding effect is not the same.

Keep the written outcome. If the charge remains disputed, later collection or court correspondence must be answered according to that stage; the original parking appeal is not a response to a court claim.

  3. 03

    Debt Correspondence

Dundee describes referral first to its internal Finance debt collection team, with possible external collection later. Identify who sent the current demand; neither a reminder nor a collection referral is a court decision.

Write to the sender with the notice reference, the reasons the original charge is disputed and copies of relevant correspondence. Ask for a breakdown of the amount and the basis for each added charge. Send a copy to the university if the dispute concerns its parking decision.

  4. 04

    Scottish Court Claim

A Scottish parking court claim needs a response under the procedure named by the sheriff court. Read the last date for response immediately; an earlier appeal or debt complaint is not a court response.

Keep any court directions and respond by the dates they specify. An unresolved complaint to the university does not suspend a court deadline. A decision or decree needs advice about that court decision, not an English CCJ set-aside form.

Grounds and evidence

Challenging a University of Dundee Parking Ticket

Check the alleged breach against the permission, payment and signs for the visit. Evidence should support the reason you say the charge is wrong.

  1. 1

    Permit or payment

Match the vehicle, campus and parking period to the permission or payment made.

  2. 2

    Signs and location

Compare the location on the notice with the restrictions actually displayed where the vehicle was parked.

  3. 3

    Who is liable

Identify the legal basis for pursuing the recipient. A letter to a registered keeper is not proof that they drove.

  4. 4

    Earlier correspondence

Keep the appeal, acknowledgment, decision and any agreement to correct or cancel the charge.

Scottish procedure

The Law and Process for Scottish Parking Charges

The campus charge concerns private parking. Council penalty procedures and English court forms should not be substituted for the procedure on your documents.

Parking appeal support

University of Dundee Parking Appeal Service

Send the notice and supporting records. Parking Mate UK assesses the charge, prepares and submits the parking appeal, and handles the available independent appeal. A Scottish court claim requires the separate court procedure explained below.

From £9.99

Parking Charge Appeal

The first operator appeal and any later POPLA or IAS appeal are prepared from the notice, signs, payment records, camera evidence and applicable grounds, then submitted and managed through the same case.
