What London Tribunals Decides
London Tribunals is independent of the council or Transport for London that issued the PCN. Appeals are decided by legally qualified adjudicators appointed under the statutory enforcement framework. An adjudicator considers the PCN, the representations, the Notice of Rejection, the authority evidence and the appellant's evidence before deciding whether the appeal should be allowed or refused.
The tribunal stage does not begin simply because a motorist disagrees with a PCN. The enforcement authority must first issue a Notice of Rejection after considering formal representations. The Notice of Rejection explains the right to appeal and normally contains the verification code needed to start the case online.
London Tribunals does not decide private Parking Charge Notices. Those appeals normally go to POPLA or the Independent Appeals Service. Penalty Charge Notices issued outside London normally go to the Traffic Penalty Tribunal.

ETA and RUCA Tribunal Panels
The Environment and Traffic Adjudicators, usually shortened to ETA, decide appeals concerning London parking, bus lane and moving traffic PCNs. They also cover London Lorry Control Scheme, Direct Vision Standard, littering and waste-receptacle enforcement.
The Road User Charging Adjudicators, usually shortened to RUCA, decide appeals about Transport for London road-user charging schemes. These include Congestion Charge, Ultra Low Emission Zone and Low Emission Zone penalties, together with charging schemes assigned to that tribunal jurisdiction.
The two panels have separate statutory registers. A person searching for a decision must choose the register that matches the type of penalty. The ETA figures on this page must not be treated as RUCA figures.
London Authorities Covered
London Tribunals says 34 enforcement authorities use the tribunal: the 33 London local authorities and Transport for London. The authority named on the Notice of Rejection determines who must provide the evidence pack and comply with the adjudicator's decision.
The covered London authorities are:
- Barking and Dagenham, Barnet, Bexley, Brent, Bromley and Camden.
- City of London, Croydon, Ealing, Enfield, Greenwich, Hackney, Hammersmith and Fulham, Haringey, Harrow, Havering, Hillingdon and Hounslow.
- Islington, Kensington and Chelsea, Kingston upon Thames, Lambeth, Lewisham, Merton, Newham and Redbridge.
- Richmond upon Thames, Southwark, Sutton, Tower Hamlets, Waltham Forest, Wandsworth and Westminster.
- Transport for London.
The London enforcement authority directory links to each authority. The list matters because an appeal must be made against the authority that issued the Notice of Rejection, even where a contractor processed the PCN or collected evidence on its behalf.
London Tribunal Appeal Statistics
The official ETA annual statistics for 2024/25 record 48,484 appeals received and 43,193 decisions. Of those decisions, 19,625 were allowed and 23,568 were refused.
The raw allowed figure needs context. The workbook records 11,105 allowed outcomes as not contested by the enforcement authority. After separating those non-contests, 8,520 appeals were allowed following a contest. That is 26.6% of the 32,088 decisions in which the authority contested the appeal.
An authority may decide not to contest after seeing the tribunal appeal and evidence. That produces an allowed outcome without an adjudicator deciding the legal merits. It is still a cancelled PCN, but it should not be confused with an appeal won after a contested hearing or paper decision.
Ten Years of ETA Decisions
Parking Mate UK holds a two-sided ETA corpus containing 358,410 decisions from January 2016 to July 2026. It contains 171,609 allowed decisions and 186,801 refused decisions, approximately 48% allowed and 52% refused, with both outcomes represented in every year.
The decade-wide allowed rate also includes authority non-contests. When genuinely contested cases are isolated, the yearly motorist win rate is approximately 20% to 32%. The difference is important: a headline allowed percentage does not tell a motorist whether an authority conceded or whether an adjudicator accepted the appeal grounds after considering both sides.
The corpus is used to study what authorities contest, which arguments succeed or fail for each contravention and how adjudicators apply the evidence. It does not replace the facts of the current PCN. A tribunal appeal must still be written from the actual notice, representations, authority evidence and applicable law.
Search the Statutory Register
London Tribunals publishes an ETA register and a separate RUCA register. The register search can be browsed by decision date and searched by appellant name or PCN number. London Tribunals says the registers are updated in real time.
Published decisions help show how adjudicators have treated a location, sign, Traffic Management Order, camera record, procedural defect or recurring authority argument. A previous decision is not automatically binding on another adjudicator, and superficially similar PCNs can turn on different evidence.
Witness statement and statutory declaration referrals may not appear in the public register in the same way as tribunal appeals. London Tribunals directs users who need those records to contact its support service with the relevant case details.

When a Tribunal Appeal Begins
The normal appeal deadline is 28 days beginning with the date the Notice of Rejection was served. The appeal can be started through the London Tribunals online portal using the verification code, vehicle registration and PCN number. Where online submission is unavailable, the appeal form can be posted to the tribunal.
The appellant chooses either a personal hearing or a decision on the papers. Personal hearings are commonly conducted remotely using Microsoft Teams. A paper decision is made from the documents without the appellant attending.
The tribunal can consider a late appeal, but the appellant must explain why it was not submitted within the 28-day period. An adjudicator decides whether the late appeal will be registered. The complete submission process is explained in How to Submit a London Tribunals Appeal.
London Tribunal Outcomes
An allowed appeal means the enforcement authority must cancel the PCN. The same result applies when the authority tells the tribunal that it will not contest the appeal. Keep the tribunal decision because automated enforcement correspondence can occasionally continue after cancellation.
A refused appeal means the penalty remains payable. London Tribunals states that the motorist normally has a further 28 days from the adjudicator's decision to pay before the authority can increase the charge. The original discount is not normally restored after a tribunal appeal.
