How to Submit a Traffic Penalty Tribunal Appeal

Confirm that the authority has served a Notice of Rejection of formal representations. A first-stage or informal rejection to a parking challenge does not normally create the right to appeal to TPT. The owner may first need to receive a Notice to Owner and make formal representations.

Keep the complete enforcement record:

1. The original PCN and every page supplied with it.
2. The Notice to Owner or postal PCN.
3. The formal representations and proof of submission.
4. The Notice of Rejection and its TPT appeal instructions.
5. The evidence relevant to the exact contravention.

TPT cannot register an ordinary tribunal appeal from only a phone call or email that does not identify the Notice of Rejection and PCN.

The normal deadline is 28 days beginning with the date the Notice of Rejection was received. Under the 2022 English appeal regulations, an adjudicator can allow a longer period, but a late appeal must explain the delay and should include supporting evidence.

Do not confuse the tribunal deadline with the authority's payment period or any discount that may have been re-offered in the Notice of Rejection. A person usually chooses between paying the penalty and continuing to tribunal; paying normally closes the dispute.

Submit within the stated period wherever possible and retain a dated confirmation. If the Notice of Rejection arrived late, the online PIN failed or illness prevented submission, record those facts before the deadline expires.

TPT's online service normally requires:

• The PIN printed on the Notice of Rejection.
• The PCN number.
• The vehicle registration mark.
• A valid email address.
• The appellant's identity and contact details.

Enter the details exactly as printed. A transposed PCN number, incorrect vehicle registration or code from the wrong document can prevent the appeal from opening.

If the PIN is missing or rejected, contact the issuing authority and TPT promptly. TPT asks callers seeking appeal help to have the Notice of Rejection available.

The person legally entitled to appeal is normally the recipient of the Notice of Rejection. For most council PCNs, liability rests with the vehicle owner or person treated as owner under the applicable legislation, not automatically the driver.

A representative may submit and manage the appeal with authority from the appellant. The representative details should be recorded accurately so that TPT and the issuing authority know who can receive case communications.

The 2025-26 Annual Report records 1,367 appeals that were not registered because of a deficiency. It says appeals made at the wrong time, by the wrong person or without adequate information may be rejected, although the prospective appellant is given reasons and may be able to correct the failure.

Use the statutory ground that applies to the penalty type. Parking, bus lane, moving traffic, Clean Air Zone and road-user charging appeals do not all have identical grounds.

The written appeal should explain:

1. The contravention alleged by the authority.
2. The statutory ground relied upon.
3. The important facts that are disputed.
4. The evidence supporting each factual statement.
5. The error in the authority's Notice of Rejection.
6. Why the adjudicator should allow the appeal.

Do not submit a general complaint that the penalty feels unfair. The adjudicator's legal power is limited. Mitigation can be explained, but it should not replace an available statutory ground.

The evidence depends on what the authority alleges. Parking evidence may include payment records, permits, Blue Badge documents, loading records and photographs of signs or road markings. Bus lane and moving traffic appeals often depend on video, location evidence, signs, the Traffic Regulation Order and the sequence shown by the camera.

Clean Air Zone and road-user charging cases may require vehicle-emissions records, payment attempts, exemption evidence, crossing or journey records and proof of technical problems. Ownership, hire and sale disputes require the relevant transfer or hire documents.

TPT accepts photographs, video, audio, screenshots, scanned documents, emails and messages. Evidence can be added after the appeal is started. Label each item and explain what it proves instead of uploading an unexplained file collection.

The normal method is TPT's online appeal service. Enter the PIN, PCN and vehicle details, provide the appeal grounds, upload the available evidence and keep the case reference and confirmation.

TPT also says offline appeals may be lodged by email, with its administrative team transferring the case to FOAM. In 2025-26, 5.6% of appeals were lodged offline. Contact TPT before using an offline method so the correct form and case details are included.

The appellant can choose an e-Decision based on the documents or a personal hearing by telephone or video. Most appeals are decided without attendance, but a hearing can help where important facts need oral explanation or the adjudicator may need to ask questions.

The legal test does not change with the hearing method. A paper case must be complete and easy to follow because the adjudicator decides it from the written grounds, authority response and evidence. At a personal hearing, oral answers also become evidence.

If no hearing type is selected, the 2025-26 report says the case is automatically allocated for a determination on the submitted evidence. An adjudicator may still require attendance if necessary.

TPT checks the appeal before registering it. Once registered, the issuing authority is notified and can reconsider the dispute. New evidence of sale, hire, payment or medical circumstances may lead the authority not to contest and cancel the penalty without a merits decision.

The online case provides messages, notifications and a place to add evidence. Read every update because the adjudicator or authority may ask for clarification or set a deadline.

If the online details fail, compare the Notice of Rejection, PCN number and vehicle registration character by character. Confirm that the issuing authority belongs to TPT rather than London Tribunals or another jurisdiction.

If the appeal is late, give a precise chronology and evidence explaining when the Notice of Rejection arrived and why submission was delayed. The regulations permit an adjudicator to accept a later appeal, but acceptance is not automatic.
