In the present case there is ample room ahead of the vehicle and it did not have to stop.

The CCTV showed the vehicle enter the mouth of the box and immediately halt. Houghton distinguished being stationary from having to stop because of stationary vehicles. He found ample room ahead and treated a possible later blockage as speculation, not the event on which the PCN was based.

The authority therefore had not established the contravention on these facts. The appeal was allowed on 24 November 2025.
