The CCTV showed the car entering as the vehicle ahead slowed to a halt. The adjudicator found that the driver intended to proceed straight through the box and that the right-turn exception therefore could not apply. The appeal was refused on 22 December 2025.

The driver also complained that the appeal process exhausted the discount period. The adjudicator said the penalty was £160, with half accepted if paid within 14 days beginning with the PCN date. After that period, accepting less was a matter for the authority.

The Notice of Rejection had offered a further 14 days to pay the reduced amount rather than appeal. The adjudicator recorded a payment of £80 but explained that Hillingdon was entitled to enforce the remaining £80 if it chose. The quoted sentence refers to an adjudicator lacking power to require a discretionary reduced settlement.

For your own case, keep the rejection and read any renewed offer carefully. A representation deadline, a discretionary discount period and a tribunal deadline are different things. Paying an old discounted amount does not necessarily settle a refused tribunal appeal.
