Hillingdon Code 31 PCN Appeal: Yellow Box Junctions (2026)

1. What does a Hillingdon Code 31 PCN mean?

Hillingdon alleges that your vehicle entered and stopped in a yellow box when prohibited. Its published CCTV enforcement list includes Code 31. Under the ordinary box-junction rule, the issue is whether your vehicle had to stop inside the marked area because of stationary vehicles.

Read the location on the PCN and review that junction's recording. Hillingdon's 2025 decisions below concern West End Road / Wingfield Way, Park Road / Harefield Road and Field End Road / Southbourne Gardens; they do not prove what happened on your journey.

2. What must Hillingdon establish?

The yellow criss-cross road marking is the sign. Hillingdon must establish the alleged event at a qualifying box junction with the relevant marking. An ordinary yellow box does not need two upright signs or a separate traffic order; importing those requirements from a prohibited-turn appeal would miss the point.

• The CCTV establishes your vehicle's entry and a complete stop, including any part left within the box.
• Stationary vehicles caused the stop under the ordinary junction rule. Identify those vehicles and the available space rather than assume any stop is enough.
• The marking and location meet the applicable TSRGD requirements. Explain a specific visibility, boundary or location problem with supporting evidence.
• The notice identifies the allegation and is pursued against the correct person through the London moving-traffic procedure.

3. Grounds and exceptions for a Hillingdon yellow-box appeal

Check the ground against the actual CCTV. The Hillingdon cases show appeals allowed where there was room ahead or the recording did not prove a complete stop, but refused where the claimed right-turn exception did not match the vehicle's movement.

• No complete stop proved: identify continuing movement or why the recording cannot reliably establish a stop.
• No stop caused by stationary traffic: show the clear space or event that actually caused it. A bare claim that another driver cut in is not enough if the footage contradicts it.
• Right-turn exception: at a road junction, entry must be for a right turn and the stop must be caused only by oncoming traffic or vehicles waiting to complete a right turn, as specified in paragraph 11(3).
• A material marking, notice or liability defect: explain the actual requirement, relevant document and effect. No upright warning sign is not itself a yellow-box defect.
• Mitigation: give Hillingdon the circumstances supporting a request for discretion, but distinguish that request from a legal ground. There is no general five-second allowance, and causing no obstruction is not itself a defence.

4. How to make a formal representation to Hillingdon

Use Hillingdon's APCOA PCN portal to view the evidence and submit the formal representation. Enter the HN PCN reference and vehicle registration. London Tribunals says representations must be received "within 28 days of the date the Penalty Charge Notice is served".

Hillingdon currently lists £160 for moving-traffic PCNs. The initial 50% discount reduces this to £80 for payment within 14 days beginning with the date of the PCN. That is a payment period, not the representation deadline.

Check the discount terms on your Code 31 PCN and any written re-offer from Hillingdon. Taking the case to London Tribunals does not automatically preserve the discount; if the appeal is refused, the full penalty is normally payable.

1. View the full recording and note the entry, stop, exit and vehicles said to have blocked you.
2. Explain your ground and attach the relevant timestamped frames, dashcam clip or supporting documents. Say exactly why the recording does not prove the alleged Code 31 event or why an exception applies.
3. Ask Hillingdon to address your specific points and provide any missing evidence. Submit in time even if a CCTV request remains outstanding.
4. Save the submitted representation and confirmation. For a postal submission, use the address on your current PCN; Hillingdon's published challenge page lists Hillingdon Council, PO Box 5824, Dingwall, IV15 0BH. Allow time for receipt and keep proof of posting.

5. How long does Hillingdon have to respond?

London Tribunals says the authority "should normally respond to representations within 3 months".

6. If Hillingdon rejects the representation

Read the Notice of Rejection alongside the recording and your original points. Does it explain why Hillingdon says your vehicle stopped because of stationary traffic, and why any claimed exception does not apply? Request missing evidence, but do not let that request cause you to miss the next deadline.

Appeal to London Tribunals using the verification details in the rejection, normally within 28 days beginning with its service. Include the PCN and rejection details, your ground and the relevant evidence. London Tribunals is independent of Hillingdon and normally free to use. The Traffic Penalty Tribunal is not the tribunal for this London PCN.

If the appeal is refused, the full penalty is normally payable. Read the payment instructions rather than assume a previous £80 offer still settles it. Adjudicators cannot routinely order the council to restore its discretionary discount.
