The motorist relied on the right-turn instruction in Highway Code rule 174. The authority argued that the exit was blocked when the car entered and that the reason for stopping did not fall within the exception.

After reviewing the CCTV, the adjudicator found insufficient room beyond the box. The driver had proceeded in anticipation of space becoming available. The resulting stop was caused by stationary exit traffic rather than the circumstances specified by the right-turn exception. The appeal was refused on 31 December 2025.

For another appeal, show both the intended turn and why it could not be completed. A right turn by itself is not enough. The recording must support the specific exception being relied upon.
