The face of the PCN correctly described 14 days beginning with the notice date. Accompanying Important Information instead referred to 14 days from service. The adjudicator found that a motorist could understand the latter as extra time to pay.

TfL argued that the information sheets were not part of the statutory PCN. The adjudicator rejected that distinction in this case, where the sheets accompanied the demand and were presented as instructions on what the motorist should do. He allowed the appeal on 30 December 2025.

The appeal turned on material contradictory wording in the documents examined, not on the length of the vehicle's stop. Keep every page of your own PCN and compare its date triggers. Do not assume that all TfL PCNs contain the same defect or that a current document is identical to this one.
