Harrow issued the PCN at Charlton Road's junction with D'arcy Drive. The driver said the width restriction could not accommodate the vehicle without a risk of damage and that unfamiliarity with the area prevented finding another route or making a three-point turn.

The authority supplied a traffic management order, still images and CCTV showing the route via Streatfeild Road. Its sign evidence included advance width warnings and a sign immediately before the restriction. Darminder Lehal accepted the order and found that the signs complied with the relevant regulations.

The adjudicator identified a left turn before the width restriction in the authority's evidence. If the driver believed the vehicle would not fit, that route should have been used. No appeal ground or exemption was established, and the appeal was refused on 29 December 2025.
