The camera footage showed a vehicle leaving a side road and turning right. Hounslow's site photographs showed a no-right-turn sign and a large painted arrow directing traffic left. The driver explained that she had entered the side road to turn around and was not positioned to see the sign.

Anju Kaler examined the arrangement rather than treating the driver's use of a satnav or financial hardship as a defence. The decision identified a single sign on the left, an island on the right without a sign, and no corresponding sign directly ahead. The adjudicator found that someone using the side road to turn around would struggle to see the sign that had been installed.

The appeal was allowed because the adjudicator found the signage inadequate. It was not a ruling that every junction must have two signs, nor that drivers following a satnav are exempt. The useful comparison is the actual approach to the sign: an annotated plan and photographs can show why a sign visible to one stream of traffic did not adequately inform another.

For a similar PCN, identify where the vehicle entered the side road, where it turned around and the direction in which it then approached the main road. Compare that route with the authority's sign photographs. Another decision remains persuasive context, not a substitute for evidence from your own junction.
