The PCN concerned entry at Dacre Park's junction with Lee High Road. The London Borough of Lewisham provided footage, a sign plan, photographs and a traffic management order. The motorist disputed how the signs could be seen and read when turning left into the restricted road.

Chez Cotton accepted that the vehicle was at the relevant location and time and that a valid order was in place. The issue was the adequacy of the signs on this approach. Cross-referencing the recording with the site material, the adjudicator accepted that one sign would become visible only after the vehicle had entered, with no opportunity then to divert. The other sign would not be visible to a motorist making that left turn.

The advance warning was not sufficient to remedy those entrance-sign problems. The decision also discussed misaligned figures on the restriction sign, but expressly excluded the unreadable morning time from the reasoning because this PCN concerned an afternoon entry. The appeal was allowed on 24 December 2025 because the relevant signing was not substantially compliant, clear and adequate.

The finding concerned the driver's actual approach, not a universal sign-height limit or a rule that every entrance needs two signs. A comparable representation should show the turn, sign faces and the last point where a driver could choose another route. Keep defects that affected the alleged entry separate from defects the adjudicator mentioned but did not rely on.
