1. What does a LEZ PCN mean?
An LEZ PCN alleges an unpaid charge for a vehicle that did not meet the Low Emission Zone standard. The applicable emissions threshold and penalty depend on the diesel vehicle's category and weight.
LEZ and ULEZ are separate. Some lighter diesel vans and minibuses can fall within both: meeting LEZ's Euro 3 particulate standard does not establish ULEZ compliance.

The legislation governing LEZ
LEZ and ULEZ share the Greater London Low Emission Zone Charging Order 2006, as varied, but their vehicle tests and charges are distinct. The LEZ provisions assess specified diesel vehicle classes against their applicable emissions standards. Some vans and minibuses can fall within both charging regimes. Identify the vehicle class and emissions category before comparing the daily charge or penalty.
[8][10][11][9]2. Match the vehicle class, weight and emissions
For lighter vans, TfL's classification includes an unladen-weight threshold above 1.205 tonnes as well as a maximum gross vehicle weight of 3.5 tonnes. Motor caravans, ambulances and motorised hearses have their own listed categories. Use the vehicle-specific TfL checker alongside the V5C.
Heavy vehicles require Euro VI NOx and particulate compliance. A heavy vehicle meeting Euro IV particulate limits but not Euro VI is charged differently from one below Euro IV. The penalty must match the correct category.
- The V5C, body type, passenger capacity and weight records place the vehicle in the correct LEZ category.
- Manufacturer emissions evidence and any approved retrofit records establish its status on the journey date.
- TfL has correctly recorded any registered exemption or approved modification.
- The LEZ payment covers the registration and charging day, rather than a ULEZ or Congestion Charge transaction.
3. Grounds for a LEZ PCN appeal
TfL lists exempt specialist and historic vehicles and a registered discount for eligible showman's vehicles. Private use does not itself remove a diesel van or specialist vehicle from LEZ. Match the claimed exemption to the classification and approval in force on the journey date.
- The vehicle met the relevant LEZ standard when it travelled.
- The LEZ charge was paid on time for the correct vehicle and date.
- The vehicle was outside the applicable category, or an exemption meant no charge was due.
- The wrong weight or emissions category produced an excessive penalty.
- Keeper, consent or qualifying hire evidence shows that liability rests elsewhere.
4. How to submit your LEZ representation
Make formal representations to TfL within 28 days beginning with service of the PCN.
Provide the V5C, weight and emissions records, approved retrofit dates where relevant, and the LEZ receipt or exemption confirmation. Explain which vehicle category TfL should have applied.
- Open TfL's challenge service with the PCN number and vehicle registration.
- State the ground for cancellation and upload the documents supporting it. Keep the submission confirmation and a copy of everything sent.
- For a postal representation, complete and sign the notice's representation section and send it with your evidence to Low Emission Zone, PO Box 342, Darlington, DL1 9QB. Allow time for delivery before the deadline.

5. The 50% discount while you challenge
LEZ penalties carry a 50% discount within 14 days beginning with service. TfL freezes the outstanding PCN amount while considering representations. The starting penalty depends on the vehicle category; it is not the £180 ULEZ penalty.
[5][6]6. TfL's response and the next step
TfL may accept the representation, request more evidence or reject it. If it requests information, send the records by the deadline in that letter and keep a copy.
An acceptance closes the disputed PCN. A rejection explains the payment position and the independent appeal route. Keep it with your original representation and the supporting vehicle or payment records.
[5]7. Taking your LEZ appeal to London Tribunals
After rejection, appeal within 28 days beginning with service of the rejection notice. LEZ appeals go to the Road User Charging Adjudicators. The tribunal is independent of TfL and there is no appeal filing fee.

Missing vehicle type and weight evidence undermined LEZ liability

TfL's case summary asserted a vehicle category, but its supporting DVLA summary did not provide the type approval or revenue weight needed to support it.

Wellington Road
TfL alleged an unpaid LEZ journey on 22 June 2024. Deborah Burke accepted the photographic and DVLA evidence identifying the keeper and placing the vehicle within the charging zone. Those points alone did not establish that the vehicle was subject to the daily charge.
TfL's case summary described the vehicle as N1 class II or N1 class III. However, the supplied vehicle-search document recorded both type approval and revenue weight as unavailable. Burke found no evidence establishing the asserted category and was not satisfied, on the balance of probabilities, that the vehicle was liable for the charge.
The appeal was allowed and cancellation directed because the penalty had not been shown to be properly issued. Burke expressly warned that the result did not mean the daily charge need not be paid for other LEZ journeys. This was an adjudicated failure of proof about classification, not a permanent exemption or a confirmed finding of emissions compliance.

The payment evidence concerned the wrong scheme and a third-party website; TfL's accounts showed no LEZ payment for the journey.

Ruislip Road
The appellant disputed an LEZ penalty for a journey on 8 April 2025, supplying a third-party receipt for £17.50 dated that day. He believed he had paid the required charge. TfL said no payment had reached it for the LEZ journey and relied on photographs, keeper records and an accounts screenshot.
Anthony Baker found that the vehicle's use of the LEZ, keeper identity and non-compliance with LEZ requirements were not disputed. Although a payment had been attempted, it was not for the correct amount, scheme or payment route. The receipt referred to ULEZ and came from a website unaffiliated with TfL; it did not establish that TfL had received the LEZ charge.
The appeal was refused on the evidence. This was an LEZ decision despite the ULEZ wording on the receipt. Its practical distinction is between evidence of a transaction and evidence that the required charge for the actual scheme and journey was paid.
