Hillingdon Code 50 PCN Appeal (2026)

1. What does Hillingdon Code 50 mean?

Hillingdon alleges that your vehicle performed a prohibited turn. Code 50L means a banned left turn, 50R a banned right turn and 50U a banned U-turn. Check the full allegation and junction on the notice: the question is whether the movement you made was the movement the restriction prohibited.

Hillingdon lists Code 50, performing a prohibited turn, among the moving-traffic contraventions it enforces using CCTV. Camera-issued PCNs are sent by post and include a photograph of the alleged contravention.

2. What must Hillingdon prove?

The legal restriction, signing and evidence must match your particular turn. Hillingdon needs to establish:

• An enforceable restriction covering that junction, approach, direction and time, with the relevant traffic-order provision where applicable.
• Signs that adequately communicated the ban to a driver approaching as you did.
• CCTV or other evidence establishing that your vehicle made the prohibited movement.
• A properly issued PCN and consideration of your representations under the London Local Authorities and Transport for London Act 2003.

3. Grounds to challenge a Hillingdon prohibited-turn PCN

Explain the specific defect and connect it to an available statutory ground. For disputed manoeuvres or inadequate signs, this is usually that the alleged contravention did not occur.

• The manoeuvre is not proved: the recording shows a different movement or one outside the prohibition.
• The signs were inadequate for your approach: supply photographs showing their position, angle or obstruction before the turn.
• The traffic order does not cover the movement: compare the actual direction travelled with the wording of the restriction.
• An exception applies: identify the provision and evidence that your vehicle or journey qualified.
• Liability or the notice is defective: explain the ownership, hire or statutory-notice issue. Do not copy parking Reg 9/10 arguments into a London moving-traffic appeal.

4. How to make a formal representation to Hillingdon

Use Hillingdon's APCOA portal. Enter your vehicle registration and the PCN reference, which begins HN followed by eight characters. You can view the contravention details and photographs without paying. Select the challenge or representation option: payment closes the PCN to challenge.

The 50% discount is for early payment, not a discount awarded for appealing. For a London Code 50 PCN, the initial reduced-payment period is 14 days beginning with the date of the notice. This is different from the 28-day representation period, which runs from service of the PCN.

Check the discount terms on your Code 50 PCN and any written re-offer from Hillingdon. Keep proof of when the council received your representation. Taking the case to London Tribunals does not automatically preserve the discount; if the appeal is refused, the full penalty is normally payable.

2. State the PCN reference, your contact details, the alleged turn and your grounds. Include relevant footage timestamps, approach photographs or order provisions.
3. Submit within 28 days beginning with service of the PCN. Save the complete representation, attachments and confirmation.

5. How long does Hillingdon have to respond?

London Tribunals says the authority "should normally respond to representations within 3 months".

6. If Hillingdon rejects your representation

The Notice of Rejection should explain the decision and how to appeal. Check that it addresses your actual argument about the turn, signs or restriction. Use its verification details to register an appeal with London Tribunals within 28 days beginning with service of the rejection.

London Tribunals is independent of Hillingdon. There is no appeal fee, although costs can exceptionally be awarded for unreasonable conduct. If you lose, the penalty remains payable.
