2. What must Peterborough City establish?

Read the yellow line with the time plate or controlled-zone entrance that governs it. A neighbouring parking-bay sign may govern only the bay, not the line.

Look separately for loading restrictions. Missing end bars or a small patch of worn paint do not automatically invalidate a yellow line; explain how the restriction was unclear from your approach.

• The waiting restriction must cover the vehicle's position and be in force at the PCN time under the applicable traffic order.
• Single-yellow hours must be conveyed by the relevant time plate or zone signs. Double yellow lines normally indicate a year-round waiting prohibition without a nearby time plate.
• Check permitted loading or unloading, necessary boarding or alighting and any applicable Blue Badge concession against the activity and conditions of the stop.
• Distinguish waiting from a separate loading ban. Code 01 does not create a general five- or ten-minute allowance to park on yellow lines.

3. Grounds and exemptions for a Peterborough City Code 01 appeal

The statutory ground must match what happened. These code-specific points explain how to establish it.

Loading and necessary boarding or alighting depend on the applicable restriction and facts. In England, the usual Blue Badge yellow-line allowance is up to three hours where loading is not prohibited, subject to correct display and local exceptions, including special central-London schemes. A breakdown or medical emergency needs supporting evidence and may be an exception or a request for discretion. Ordinary loading does not answer an active Code 02 loading ban.

• The single-yellow restriction was not operating. Match the PCN time to the relevant time plate or controlled-zone entrance, not a sign governing a nearby parking bay.
• Permitted loading or unloading was taking place. Identify the goods, premises and time reasonably needed, including necessary activity away from the vehicle. Ordinary shopping is not automatically loading.
• A passenger was boarding or alighting under an applicable exception. Explain when the passenger was ready, what assistance was necessary and how long it took.
• A qualifying Blue Badge concession covered the stop. Show the valid badge, required clock, arrival time and applicable local conditions.
• The restriction was not adequately indicated, or a material error in the recorded vehicle, location or time changes the allegation. Use photographs showing the driver's approach and actual parking position.
• The alleged parking contravention did not happen, including where a relevant exemption applied or the restriction was not adequately signed.
• You were not the owner at the relevant time: you never owned the vehicle, sold it before the event or acquired it afterwards.
• The vehicle was under someone else's control without the owner's consent at the time of the alleged contravention.
• You are a vehicle-hire firm and the vehicle was hired under a qualifying agreement with a signed statement accepting PCN liability. Supply the hirer's name and address.
• The authority is demanding more than the penalty legally applicable to this case.
• The authority failed to comply with a statutory requirement in imposing or recovering the penalty: a procedural impropriety.
• The traffic order relied on is invalid, except an order subject to Part 6 of Schedule 9 to the Road Traffic Regulation Act 1984.
• For a postal PCN relying on prevented service or a qualifying drive-away under regulation 10(2)(b) or (c), nobody prevented the officer from attaching or handing over the PCN. This is not the ground for an approved-device postal PCN.
• The enforcement notice should not have been served because the penalty was already paid in full, or at the valid discounted amount by the applicable deadline. Paying a parking tariff is different from paying the penalty.

4. How to make a formal representation to Peterborough City

For a parking PCN attached to the vehicle or handed to the driver, send an informal challenge to Peterborough City. Formal representations are made against the Notice to Owner, or directly against a postal parking PCN, within 28 days beginning with service. • The council's photographs and notes, compared with the specific traffic-order restriction and amendments covering the PCN date.

4. Keep a copy of your submission and attachments, and retain any acknowledgement or postal delivery record.
5. Explain which part of the Code 01 allegation you dispute. Include the PCN reference, vehicle registration, your address and copies of photographs or records supporting each point.
6. Save the full submission, attachments and dated acknowledgement.

5. How long does Peterborough City have to respond?

Peterborough City must serve its decision within 56 days beginning with receipt of qualifying formal representations. If it fails to comply, those representations are deemed accepted. This statutory period applies to formal representations, not an informal challenge or a request for photographs.

6. If Peterborough City rejects your representation
