Edinburgh's Transport and Parking Assistants issue campus charges for missing permits or permission, parking outside designated areas and obstruction. City B permit holders also need an activated parking voucher. Keep the permit and voucher records for the actual visit.

A parking charge on a Scottish campus is not a council fine. The claim concerns the parking agreement and who is liable under it. Do not treat England and Wales' Schedule 4 notice deadlines as a test that automatically cancels a Scottish charge. In an FOI response dated 22 April 2026, published on 19 August, the Scottish Government confirmed that its private-parking keeper-liability provisions had not been commenced. A letter addressed to the registered keeper does not, by itself, establish that the keeper was driving. Give an accurate account and do not invent a driver or deny something you know is true.

    Independent Review

    The reviewed Edinburgh policy does not confirm its current independent appeal arrangement. Ask the parking office to identify any available independent review in its rejection. Do not assume that a BPA complaints reference supplies a POPLA verification code.

    Keep the written outcome. If the charge remains disputed, later collection or court correspondence must be answered according to that stage; the original parking appeal is not a response to a court claim.

    Debt Correspondence

    Edinburgh's published policy allows recovery referral after three written payment requests. Keep those letters with any appeal acknowledgment so the sequence and disputed amount can be checked.

    Write to the sender with the notice reference, the reasons the original charge is disputed and copies of relevant correspondence. Ask for a breakdown of the amount and the basis for each added charge. Send a copy to the university if the dispute concerns its parking decision.

    Scottish Court Claim

    A Scottish parking court claim needs a response under the procedure named by the sheriff court. Read the last date for response immediately; an earlier appeal or debt complaint is not a court response.

    Keep any court directions and respond by the dates they specify. An unresolved complaint to the university does not suspend a court deadline. A decision or decree needs advice about that court decision, not an English CCJ set-aside form.
