Preparing the Independent Appeal
Include the rejection, the verification code, the original challenge and the records supporting each disputed point. Address the university's evidence: which permit or payment is said to be missing, what its photographs show and which sign or term it relies on.
Read the operator's submission and use the POPLA evidence-comment stage within its deadline. Do not assume that a failure under an English keeper-liability checklist determines a Scottish case. The independent decision does not replace the procedure for responding to a later court claim.

The University's Parking Procedure
Edinburgh directs motorists to appeal in writing as instructed on the notice. Its separate complaints policy is not a substitute for appealing the charge. The complaints acknowledgment and response periods are not the deadline for your parking appeal; use the date and recipient on the PCN.
Records to Keep for Your Campus Parking Dispute
- The complete notice and later correspondence, including the stated location, time and allegation.
- The permit, activated voucher, booking or payment record for that vehicle and visit.
- Photographs showing the relevant signs, marked bay and access restrictions.
- Any visitor permission, disability adjustment, breakdown report or other record relevant to the alleged breach.
Parking Liability in Scotland
A parking charge on a Scottish campus is not a council fine. The claim concerns the parking agreement and who is liable under it. Do not treat England and Wales' Schedule 4 notice deadlines as a test that automatically cancels a Scottish charge. In an FOI response dated 22 April 2026, published on 19 August, the Scottish Government confirmed that its private-parking keeper-liability provisions had not been commenced. A letter addressed to the registered keeper does not, by itself, establish that the keeper was driving. Give an accurate account and do not invent a driver or deny something you know is true.
If the Dispute Is Not Resolved
Keep the written outcome. If the charge remains disputed, later collection or court correspondence must be answered according to that stage; the original parking appeal is not a response to a court claim.
Independent Parking Appeal
If the university rejects the first appeal and provides a POPLA verification code, submit the independent appeal within the period stated in the rejection and current POPLA instructions. Include the rejection, the original challenge and the records supporting each disputed point. Assess liability under the law that applies in Scotland rather than relying on the keeper-liability provisions for England and Wales.
