Glasgow publishes its own campus PCN payment and appeal instructions. The notice reference, vehicle registration and full contact details identify the charge; reasons and supporting records explain why it is disputed. This is university parking enforcement, not a Glasgow City Council penalty.
A parking charge on a Scottish campus is not a council fine. The claim concerns the parking agreement and who is liable under it. Do not treat England and Wales' Schedule 4 notice deadlines as a test that automatically cancels a Scottish charge. In an FOI response dated 22 April 2026, published on 19 August, the Scottish Government confirmed that its private-parking keeper-liability provisions had not been commenced. A letter addressed to the registered keeper does not, by itself, establish that the keeper was driving. Give an accurate account and do not invent a driver or deny something you know is true.

If the university rejects the first appeal and offers IAS review, submit the evidence and arguments within the period stated in the rejection and current IAS conditions. Glasgow's published university page refers to 21 days after rejection; Dundee's refers to 28 days. Act promptly rather than relying on a generic deadline. Distinguish an IAS Standard Appeal from the separately agreed non-standard procedure; their binding effect is not the same.
Keep the written outcome. If the charge remains disputed, later collection or court correspondence must be answered according to that stage; the original parking appeal is not a response to a court claim.
Glasgow warns that unpaid charges may lead to further enforcement and costs. A collection letter still needs to be checked against the original charge and correspondence; it is not evidence that a sheriff has ordered payment.
Write to the sender with the notice reference, the reasons the original charge is disputed and copies of relevant correspondence. Ask for a breakdown of the amount and the basis for each added charge. Send a copy to the university if the dispute concerns its parking decision.

Keep any court directions and respond by the dates they specify. An unresolved complaint to the university does not suspend a court deadline. A decision or decree needs advice about that court decision, not an English CCJ set-aside form.
Check the alleged breach against the permission, payment and signs for the visit. Evidence should support the reason you say the charge is wrong.
Match the vehicle, campus and parking period to the permission or payment made.
Compare the location on the notice with the restrictions actually displayed where the vehicle was parked.
Identify the legal basis for pursuing the recipient. A letter to a registered keeper is not proof that they drove.
Keep the appeal, acknowledgment, decision and any agreement to correct or cancel the charge.
The campus charge concerns private parking. Council penalty procedures and English court forms should not be substituted for the procedure on your documents.
