Before paying, match the company name, PCN reference and vehicle registration on your notice. Use the payment instructions on that notice or open University of Glasgow's website and find its Parking Charge payment service. A car park booking or parking tariff is separate from an issued Parking Charge Notice.
Glasgow publishes its own campus PCN payment and appeal instructions. The notice reference, vehicle registration and full contact details identify the charge; reasons and supporting records explain why it is disputed. This is university parking enforcement, not a Glasgow City Council penalty.
Challenging the Campus Parking Charge
Explain which allegation is wrong and connect each point to a record: an activated permit, a payment, permission to park or the condition of the signs. A parking appeal should address this visit, not make unsupported claims about every campus ticket.
Keep the acknowledgment and decision. If a reminder arrives during an unanswered appeal, send the acknowledgment and ask the parking team to confirm the position.

The University's Parking Procedure
Glasgow accepts appeals at parking-enforcement@glasgow.ac.uk or through its linked payment and appeal portal. Its guidance asks for an appeal within 21 days of issue and says decisions are provided within 28 days. If no decision arrives, contact the parking team rather than assuming cancellation.
Records to Keep for Your Campus Parking Dispute
- The complete notice and later correspondence, including the stated location, time and allegation.
- The permit, activated voucher, booking or payment record for that vehicle and visit.
- Photographs showing the relevant signs, marked bay and access restrictions.
- Any visitor permission, disability adjustment, breakdown report or other record relevant to the alleged breach.
Parking Liability in Scotland
A parking charge on a Scottish campus is not a council fine. The claim concerns the parking agreement and who is liable under it. Do not treat England and Wales' Schedule 4 notice deadlines as a test that automatically cancels a Scottish charge. In an FOI response dated 22 April 2026, published on 19 August, the Scottish Government confirmed that its private-parking keeper-liability provisions had not been commenced. A letter addressed to the registered keeper does not, by itself, establish that the keeper was driving. Give an accurate account and do not invent a driver or deny something you know is true.
If the Dispute Is Not Resolved
Keep the written outcome. If the charge remains disputed, later collection or court correspondence must be answered according to that stage; the original parking appeal is not a response to a court claim.
Independent Parking Appeal
If the university rejects the first appeal and offers IAS review, submit the evidence and arguments within the period stated in the rejection and current IAS conditions. Glasgow's published university page refers to 21 days after rejection; Dundee's refers to 28 days. Act promptly rather than relying on a generic deadline. Distinguish an IAS Standard Appeal from the separately agreed non-standard procedure; their binding effect is not the same.
