Parking Charge Appeal Success Rate


The appeal success rate at POPLA is 45% and only 20% at the IAS due to a difference in how appeals are conducted at both tribunals.

The success of an appeal can vary depending on what you state as a reason to appeal a parking charge. However, we will summarise the appeal success rate based on official stats provided by POPLA and The IAS.

If your appeal is rejected, you can either pay the parking charge or if you have a strong case, defend your case in court.

POPLA Appeals

According to the POPLA Annual report produced in 2022, the lead Adjudicator John Gallagher stated that “45% of appeals that completed the POPLA process resulted in the appellant’s parking charge being cancelled”.

Out of 686 appeals referred to parking companies based on mitigation, only 313 were cancelled. 

This means that mitigation is still not an effective way to challenge a parking charge notice.

IAS Appeals

According to the IAS Annual Report prepared by Honour Bryn Holloway, only 5359 out of 25849 appeals were accepted. Meaning that at least 80% of IAS appeals are rejected.

However, because IAS does not consider appeals based on the law (ironically), it means many legitimate appeals are refused and should be pursued in court.

IAS appeal guidance does not take into consideration mitigating reasons or validity of documents issued by parking companies, hence why many appeals are rejected.
