What London Councils Does
London Councils is the collective body for London local government. Through its shared parking services and statutory committee responsibilities, it coordinates parts of the capital's civil parking and traffic enforcement framework.
It publishes guidance about council-issued PCNs, London penalty levels, parking and traffic charges, enforcement statistics, London Tribunals and the TRACE towed-vehicle service. These functions create consistency across London while leaving each borough and Transport for London responsible for the penalties they issue.
London Councils does not issue an individual borough or TfL PCN. It does not decide the authority's first representations and it does not direct an adjudicator's decision. Those boundaries matter when identifying where a response must be sent.

London Borough Enforcement Network
London boroughs, the City of London and Transport for London enforce different parts of the road network. A borough may enforce parking places, yellow lines, bus lanes, moving traffic restrictions and school streets. TfL manages red routes and road-user charging schemes including the Congestion Charge, ULEZ and LEZ.
The body named on the PCN remains the enforcement authority even where a contractor processes correspondence or operates cameras. The authority controls the payment portal, considers representations, serves the decision and supplies evidence if the case reaches London Tribunals.
London Councils' published statistics bring borough and TfL information together, but they do not create one central London PCN account. Payment, representations and document enquiries must follow the instructions issued by the relevant authority.
London Parking Charge Levels
London Councils publishes the penalty levels and additional parking and traffic charges used across the capital. The amount depends on the contravention, enforcement band and applicable legal scheme. Parking penalties can use higher and lower contravention levels, while bus lane, moving traffic, red-route and road-user-charging penalties use their own prescribed amounts.
A PCN normally states both the full penalty and the reduced amount available during the discount period. London Councils' public guidance states that a council parking PCN usually has a 14-day discount, or 21 days for certain CCTV parking PCNs. The document must be checked because the deadline and amount can differ by regime.
Paying normally closes the case and removes the right to continue an appeal. A motorist who believes the PCN was issued incorrectly should assess the contravention, evidence and deadline before deciding whether to pay the discount or submit a challenge.
Challenging a London Authority PCN
The first challenge goes to the London borough, City of London or Transport for London, not to London Councils. A vehicle parking PCN may permit an Informal Challenge before a Notice to Owner is served. A Notice to Owner or qualifying postal PCN provides the Formal Representations stage.
London Councils explains that the authority must consider the representations and either accept them or issue a Notice of Rejection. The grounds can include that the contravention did not occur, the recipient was not liable, the vehicle was used without consent, the penalty exceeded the applicable amount, the traffic order was invalid or a procedural impropriety occurred where that ground applies.
Evidence depends on the allegation. A parking case may require signs, road markings, permit records or loading documents. A bus lane or moving traffic case usually turns on the complete video, vehicle movement, signs and traffic order. A road-user charging case can require payment, exemption, vehicle-class or account evidence.
London Tribunals Administration
London Tribunals provides the formal independent appeal stage after an authority serves a Notice of Rejection. The Environment and Traffic Adjudicators decide parking, bus lane, moving traffic and related appeals. Road User Charging Adjudicators decide qualifying TfL road-user-charging appeals.
London Councils provides administrative support for London Tribunals, but adjudicators are independent lawyers exercising a judicial function. London Councils cannot change a tribunal decision or deal with a complaint about the judicial merits of an adjudicator's determination.
An eligible appeal is normally registered using the verification details supplied with the Notice of Rejection. The authority then uploads its evidence, the appellant can respond and the adjudicator decides the case on the documents or at a hearing. London Enforcement Data
London Councils publishes annual authority-level statistics for parking, bus lane, moving traffic and London Lorry Control Scheme enforcement. The 2024/25 records cover 9,462,185 notices: 5,171,275 parking PCNs, 373,070 bus lane PCNs, 3,913,503 moving traffic PCNs and 4,337 lorry-control penalties.
The tables also report appeal activity for each borough, the City of London and Transport for London. This makes it possible to compare the volume of notices, representations and tribunal outcomes within the correct authority and contravention context.
Raw totals do not decide an individual appeal. A high-volume camera location may justify closer examination of signage, traffic flow and video, while an authority's non-contested tribunal cases may show where it did not defend particular representations. The PCN still has to be assessed on its own facts and governing law.

TRACE and Vehicle Removals
TRACE is London Councils' free service for locating vehicles removed by a London borough. It can identify which pound holds a vehicle and provide the information needed to arrange release.
Recovering a removed vehicle does not necessarily end the right to challenge the underlying PCN and removal. The release documents explain the representation process, and a rejected representation can normally proceed to an independent adjudicator.
TRACE does not decide whether the removal was lawful or whether the PCN should be cancelled. Those questions remain with the enforcing authority and, after rejection, London Tribunals.
Traffic Enforcement Centre Links
Unpaid London PCNs can progress from a Charge Certificate to debt registration at the Traffic Enforcement Centre. London Councils supports electronic links used between London authorities and the Traffic Enforcement Centre, while each authority remains responsible for its own recovery action.
After registration, the authority serves an Order for Recovery. A Witness Statement or Statutory Declaration is available only for the procedural grounds prescribed for the relevant PCN regime. It is not a general second appeal against the original contravention.
If the Order for Recovery is not answered, the authority may obtain a warrant and instruct enforcement agents. The current court or enforcement document determines whether a Traffic Enforcement Centre application is available and which form must be filed.
Using London Councils Information
London Councils is the correct source for London-wide penalty levels, parking services, enforcement statistics, TRACE and the administrative context for London Tribunals. The issuing authority remains the correct source for the individual PCN record, evidence, payment balance and first appeal decision.
The practical sequence is therefore authority first, London Tribunals after a Notice of Rejection, and the Traffic Enforcement Centre after debt registration. London Councils information explains the system around the case, but the latest notice identifies the action and deadline.
