The BPA (British Parking Association) and IPC (International Parking Community) are the two accredited trade associations for private parking operators. BPA members must follow the BPA code of practice and use POPLA for independent appeals. IPC members follow the IPC code of practice and use the IAS. The rules are similar but not identical, and the appeal routes are different.

Yes. All private parking operators must provide an appeal route. The first stage is an appeal directly to the operator, usually within 28 days. If the operator rejects your appeal, you can then escalate to the independent appeals service (POPLA for BPA members, IAS for IPC members). The independent decision is binding on the operator.
Most large private parking operators use ANPR (automatic number plate recognition) cameras to record vehicles entering and leaving car parks. This is how they calculate overstays and identify vehicles. However, some smaller operators still use manual enforcement with patrol officers placing tickets on windscreens.
The maximum charge depends on the operator's code of practice. Under the BPA code, the cap has historically been around £100 for most contraventions. The IPC code has similar limits.
