The driver described delivering three large boxes of ceiling lights and going into the premises to obtain help and a trolley. The officer recorded an observation period during which no loading was seen.
The authority did not dispute the driver's disability but argued that a Blue Badge did not authorise parking in a loading bay. Martin Hoare agreed with that distinction. He then considered whether the driver's needs made use of the bay necessary for the actual delivery.
The adjudicator accepted the detailed account and found that the officer's notes and photographs reflected non-continuous observation which did not rebut it. The appeal was allowed because necessary loading was taking place, not because a badge created a loading-bay exemption.
