The bay allowed 30 minutes of free parking. The officer first observed the vehicle at 10:25 and returned at 11:00, recording unchanged wheel-valve positions. That evidence showed a 35-minute stay.
The driver argued that the vehicle had been left with a garage and that they had not received the PCN. Darminder Lehal instead focused on the timing established by the authority's own evidence and accepted that the traffic management order was valid.
The adjudicator applied the ten-minute grace period after the permitted parking period and found that it had not expired. The successful point was the relationship between the authorised free stay and enforcement time, not a finding that leaving a vehicle with a garage transferred liability.
