The vehicle was a passenger vehicle parked in a goods-vehicle-only loading bay. The authority relied on the officer's notes, photographs and a sign stating the vehicle restriction and operating times.
The driver said a nearby payment machine suggested the bay was available for paid parking. They also pointed to another parked vehicle and faint bay markings.
George Dodd found that the sign beside this bay made the goods-vehicle restriction clear. He considered the remaining lines sufficient to identify the bay's extent and refused the appeal. The payment machine did not override the sign governing that space.
For a comparable vehicle-class case, establish which sign governs the occupied bay and whether the vehicle meets its conditions. Evidence of nearby payment facilities or a delivery purpose does not, by itself, establish that the vehicle belongs to the permitted class.
