2. What must Hillingdon establish?
Hillingdon must connect the recorded entry to the operative order and the signs facing that entrance. Read the entry prohibition, time panel and exceptions together. The official examples below show how those panels can differ; they are not photographs of your Hillingdon location.

- The order covers the entrance, vehicle class, date and time alleged. Check any relevant amendment or school-day definition.
- The entry signs communicate the restriction from the approach used and are placed at the restriction boundary as required.
- The recording establishes your vehicle crossing into the zone during the operating period, rather than only leaving it.
- Any permit or access exception is tested against the vehicle, zone and date, not dismissed by a photograph of the registration alone.
3. Grounds and applicable exceptions
A delivery, school pickup or Blue Badge is not the same permission in every pedestrian zone. Check whether the restriction grants an exception directly or requires a permit or registration. Where you need Hillingdon to exercise discretion, explain the circumstances separately from the legal ground.
- Wrong time or entry: identify the CCTV timestamp, the sign hours and any missing boundary crossing.
- Unclear approach signs: provide dated photographs showing the sign angle, obstruction, readable hours and point where you could decide whether to enter.
- An exception applied: attach the permit or authorisation, or evidence of the destination and purpose that meets the order's access or loading provision.
- Order or liability mismatch: identify the relevant road, commencement or vehicle-class provision, or provide dated ownership or hire evidence.
4. How to make a formal representation to Hillingdon
Use the challenge route on Hillingdon's PCN. London Tribunals states that formal representations must be received "within 28 days of the date the Penalty Charge Notice is served".
For a postal representation, write to Hillingdon Council, Parking Services, PO Box 5824, Dingwall, IV15 0BH. Include the PCN number, vehicle registration, your full contact details and copies of the supporting evidence.
The early-payment discount has its own deadline. Check the moving-traffic PCN and any written re-offer; submitting a representation is not a guarantee that the discounted amount remains available through a tribunal appeal.
- Open Hillingdon's official APCOA portal and enter the PCN number and vehicle registration to review the available evidence.
- Identify the entrance used, recorded entry time, sign hours and exception relied upon. Attach the relevant approach photographs and permit or journey records.
- Explain the specific error. If an order provision or part of the footage is missing, identify what is needed to resolve your argument.
- Submit your representation by the deadline. Keep its full text, attachments and dated acknowledgement.
Will appealing affect the 50% discount?
The 50% reduction is an early-payment discount, not a discount for making an appeal. Check the reduced amount and payment deadline on your PCN before deciding whether to pay or challenge it. The discount deadline and the deadline for representations are not necessarily the same.
An early challenge may give you another opportunity to pay the discounted amount if it is rejected. Check the issuing authority's policy and the terms of its reply; a renewed discount is not automatic for every notice. Submit through the correct challenge route and keep the dated confirmation.
If you take the case to the tribunal, do not assume the discount remains available. An allowed appeal cancels the penalty. If the appeal is refused, the full penalty is normally payable. Read the rejection and tribunal decision for the payment instructions.
5. How long does Hillingdon have to respond?
London Tribunals states that the authority "should normally respond to representations within 3 months".

Check whether Hillingdon's rejection addresses the actual entrance, operating hours and exception you raised. Compare the sign and order extracts with the recorded entry, especially if the response describes different times or a different approach.
Register an appeal with London Tribunals within 28 days beginning with service of the Notice of Rejection. Use the appeal instructions and verification details supplied, identify the relevant ground and retain all notices and submissions.
London Tribunals is independent and normally charges no appeal fee. Review Hillingdon's evidence pack and respond to the disputed signs, order or recorded activity. An unsuccessful appeal normally leaves the full penalty payable.

Unclear entry times and an incorrect rejection undermined the PCN

The appeal was allowed where the entrance-sign hours could not be established clearly and the rejection gave an incorrect afternoon start time. The adjudicator also found the entry signage inadequate.
