POPLA Appeal Guide. Independent Review for BPA Operators

POPLA (Parking on Private Land Appeals) is the independent appeals service for parking charges issued by BPA (British Parking Association) members. If a BPA operator rejects your initial appeal, POPLA gives you a second chance to have your case reviewed independently. The operator is bound by POPLA’s decision.

When Can You Use POPLA

POPLA is available when:

  • The parking charge was issued by a BPA member operator
  • You appealed directly to the operator first
  • The operator rejected your appeal
  • The operator provided a POPLA verification code in their rejection letter

You have 28 days from receiving the POPLA code to submit your appeal.

Major BPA operators include ParkingEye, APCOA, NCP, Horizon Parking, Euro Car Parks, Civil Enforcement, and many others.

How to Submit Your POPLA Appeal

  1. Gather your documents. You will need your parking charge notice, the operator’s rejection letter, the POPLA verification code, and your appeal letter.
  2. Go to popla.co.uk and start an appeal.
  3. Enter the verification code provided by the operator.
  4. Submit your appeal grounds. This is where your tailored appeal letter is critical. POPLA adjudicators review hundreds of cases. A specific, evidence-based appeal citing exact legislation is far more effective than a generic complaint.
  5. Upload supporting evidence. Photos of signage, payment receipts, the original notice, and your appeal letter (PDF).
  6. Wait for the decision. POPLA aims to decide within 28 days.

What Makes a Strong POPLA Appeal

POPLA adjudicators look for:

  • Specific legal grounds. Citing POFA 2012, BPA Code of Practice, or relevant case law.
  • Evidence of defects. Photographs, timeline analysis, missing information on the notice.
  • Clear presentation. A well-structured argument that addresses the operator’s rejection points.

POPLA Success Rates

What If You Have an IPC Operator
