Respond Before Enforcement Progresses
An Order for Recovery means the authority has registered the unpaid penalty as a debt at the Traffic Enforcement Centre (TEC). This is a different stage from an initial PCN appeal. We check what happened to the earlier notices, representations, payments and tribunal correspondence.
We identify the correct form for your PCN: a TE9 Witness Statement or PE3 Statutory Declaration. Where the response is late, we also prepare the corresponding TE7 or PE2 application explaining the delay. Your response is based on the permitted grounds and the facts you confirm.
You receive the documents, completion instructions and prepared email for TEC. Your AI Case Manager records the filing receipt you provide and subsequent correspondence, so you can see the decision and next step without rebuilding the case history each time.

How We Prepare Your TEC Response
Our goal is to challenge debt registration on the correct statutory ground and help return the case to the appropriate stage.
Upload every page of the Order for Recovery and enclosed forms. We check the authority, PCN reference, type of penalty and response deadline, including when the order reached you.

Order for Recovery Service Questions
What does the service include?
For £49.99, we assess your Order for Recovery, review the earlier notices and statutory grounds, and prepare the applicable TE9 or PE3 response. Where a late response is needed, we prepare the corresponding TE7 or PE2 application. You receive the forms and prepared email to forward to TEC, with AI Case Manager tracking and 24/7 Support. A later PCN appeal or judge's review is assessed separately.
How long do I have to respond?
The usual response period is 21 days from service of the Order for Recovery. We check the deadline on your order and when it reached you. Upload it promptly, even if you think the deadline has passed, so we can identify whether a late application is needed.
Do I need TE9 or PE3?
That depends on the type of PCN and the rules under which it was issued. TE9 is used for many parking and traffic penalties; PE3 applies to other routes, including certain London moving-traffic and road-user-charging penalties. We check your notice and enclosed forms. If you are late, TE7 accompanies TE9, or PE2 accompanies PE3.
Can I challenge if notices never arrived?
Non-receipt of the relevant statutory notice may be a permitted ground. Tell us which notices arrived, when you moved if applicable and when you first learned about the PCN. We compare your account with the exact ground on the applicable form. Disagreeing with the original parking allegation alone is not a reason to make a statutory declaration.
Can I complete the forms myself?
Yes. Official forms and guidance are available free. You can also use a forum or AI tool to help organise your account, but the facts, form and statutory ground must be correct. Parking Mate UK reviews your history, prepares the response and filing email, and tracks the subsequent correspondence so you do not have to organise the process alone.
What do I need to do?
Upload your notices and confirm the facts. Review the prepared forms and complete their declaration requirements. A TE9 requires a statement of truth; a PE3 must be sworn before an authorised witness, such as a solicitor or court officer. We explain which applies. Forward the completed forms using the prepared email and keep TEC's acknowledgment.
Will this cancel the PCN?
A successful TEC response withdraws the recovery order; it does not necessarily cancel the original PCN. Depending on the ground and process, the authority may issue a fresh notice, refer the matter to the adjudicator or confirm cancellation. Your AI Case Manager records the decision and we explain what happens next.
What if bailiffs are already involved?
Send the enforcement notice and any warrant details with your Order for Recovery. We check the stage and whether an out-of-time application is available. Uploading documents to Parking Mate UK does not itself stop enforcement. We distinguish preparation from TEC's receipt and any confirmed suspension, and explain whether separate bailiff support is needed.
