The Rules That Govern Private Parking Enforcement

The BPA Single Code of Practice is the industry standard that governs how private parking operators must behave. All BPA member operators are required to comply with this code. Failure to comply provides strong grounds for appeal.

What the Code Covers

Signage requirements
The code specifies that parking terms must be displayed on signs that are prominent, legible, and positioned so a reasonable motorist would see them before parking. Signs must include the maximum stay, the parking charge amount, the appeal process, and the operator’s contact details.

Grace and consideration periods
Operators must allow a reasonable consideration period before and after the stated maximum stay. This gives motorists time to read the signs, make a decision, and leave if necessary.

Notice content requirements
Parking charge notices must contain specific information including the alleged contravention, the time and date, the vehicle registration, the charge amount, and how to appeal.

Appeal process
Operators must provide a clear, accessible appeal process. They must respond to appeals within a reasonable timeframe and provide reasons for any rejection. BPA members must offer escalation to POPLA.

ANPR standards
Where ANPR cameras are used, the code sets standards for camera accuracy, data retention, and evidence quality.

Debt recovery conduct
The code sets standards for how operators and their debt recovery agents must conduct themselves, including the tone and content of correspondence.

Why the Code Matters for Appeals

When an operator fails to comply with the code, it provides a specific, documented ground for appeal. Unlike emotional arguments or personal circumstances, code violations are objective and verifiable.
