A Penalty Charge Notice is a civil enforcement notice issued by a local authority, Transport for London or another charging authority. It can allege a parking contravention, use of a bus lane, failure to comply with a moving traffic restriction or failure to pay a road-user charge.
A PCN is not the same as a private Parking Charge Notice or a police Fixed Penalty Notice. The issuing body, alleged contravention and legislation shown on the notice determine the representation process, the available grounds and the independent tribunal that can hear a rejected case.
The notice should be checked before payment. A representation can challenge whether the contravention occurred, whether the vehicle or recipient is liable, whether Newcastle-Under-Lyme District followed the required procedure and whether compelling circumstances justify cancellation. The evidence required depends on the PCN type rather than a generic parking-ticket checklist.
