A Penalty Charge Notice is a civil enforcement notice issued by a local authority, Transport for London or another charging authority. It can allege a parking contravention, use of a bus lane, failure to comply with a moving traffic restriction or failure to pay a road-user charge.
A PCN is not the same as a private Parking Charge Notice or a police Fixed Penalty Notice. The issuing body, alleged contravention and legislation shown on the notice determine the representation process, the available grounds and the independent tribunal that can hear a rejected case.
The notice should be checked before payment. A representation can challenge whether the contravention occurred, whether the vehicle or recipient is liable, whether North Tyneside Metropolitan followed the required procedure and whether compelling circumstances justify cancellation. The evidence required depends on the PCN type rather than a generic parking-ticket checklist.
