Are Parking Companies Getting More Aggressive. Our Data Says Yes
The Numbers Tell the Story
Private parking enforcement in the UK has intensified significantly. DVLA data shows that the volume of keeper enquiries has increased year on year, meaning more tickets are being issued and more drivers are being pursued for payment.
The Scale
The top 15 private parking operators now issue over 29,000 parking charges every single day. To put that in perspective:
- That is over 10.5 million parking charges per year from private operators alone
- ParkingEye alone issues 7,423 per day
- APCOA issues 7,083 per day
- Euro Car Parks issues 5,751 per day
Council penalty charge notices add millions more on top of this.
More Charges, More Errors
When enforcement is automated at this scale, errors are inevitable. ANPR cameras misread plates. Notices are generated automatically without human review. NTKs are posted in bulk, leading to timing failures.
Our data from over 25,000 assessed cases shows:
- 70% of parking charges contain at least one legal defect
- The average ticket has 3.2 defects
- 35% have a late Notice to Keeper
- 25% have a missing or defective POFA declaration
More Aggressive Debt Recovery
Operators are increasingly instructing debt recovery companies earlier in the process. Where previously a motorist might receive 2-3 reminder letters, some operators now escalate to debt recovery within 56 days.
Companies like DCB Legal, BW Legal, and Debt Recovery Plus are handling larger volumes of parking charge debts. The letters are designed to create urgency and fear.
More Court Claims
The most significant change is the increase in county court claims. Operators like ParkingEye and UKPC are filing more claims through the County Court Money Claims Centre. A motorist who ignores a parking charge is now more likely to face a court claim than they were five years ago.
However, our data also shows that many operators discontinue claims when faced with a properly drafted defence. The court claim is often a pressure tactic rather than a genuine intention to litigate.
What This Means for Motorists
- Do not ignore parking charges. The days of safely ignoring private parking tickets are largely over.
- Check every ticket for defects. The high volume of automated enforcement means errors are common.
- Appeal early. The cheapest and most effective time to resolve a parking charge is at the initial stage.
- Get professional help for court claims. If a claim reaches court, a properly drafted defence is essential.
