Smart Parking PCN. What You Need to Know Before You Appeal

Smart Parking is an IPC (International Parking Community) member that manages car parks across the UK, particularly at retail locations and transport hubs. They issue approximately 2,200 parking charges per day. If you have received a Smart Parking ticket, here is how to challenge it.

Smart Parking Is an IPC Member, Not BPA

This is an important distinction. Smart Parking appeals go through the IAS (Independent Appeals Service), not POPLA. The process is similar but the portal is different.

  • Appeal first to Smart Parking directly using the details on your notice
  • If rejected, escalate to the IAS within 28 days
  • The IAS decision is binding on Smart Parking

Common Defects in Smart Parking Notices

Based on our data, the most common defects found in Smart Parking tickets are:

ANPR timing errors. Smart Parking relies heavily on ANPR cameras. Their systems have been known to record incorrect entry times, miss exits, or fail to apply grace periods correctly.

Late Notice to Keeper. The 14-day rule under POFA 2012 applies to Smart Parking just as it does to any other private operator. If the NTK arrived after 14 days, the charge is unenforceable.

Signage issues. Smart Parking manages sites with varying signage quality. Some locations have clear, prominent signs while others have inadequate or confusing terms.

Missing POFA declaration. The keeper liability statement must appear on the NTK. Not all Smart Parking notices include this correctly.

Do Not Use the Smart Parking Portal Without Checking First

Smart Parking’s website asks you to enter your PCN number and vehicle registration. Be careful. Some portal questions may ask you to confirm you were the driver. If you confirm you were the driver, you may lose your keeper liability protection under POFA 2012.
