What Is a Greenwich Penalty Charge Notice?

A Penalty Charge Notice is a civil enforcement notice issued by a local authority, Transport for London or another charging authority. It can allege a parking contravention, use of a bus lane, failure to comply with a moving traffic restriction or failure to pay a road-user charge.

A PCN is not the same as a private Parking Charge Notice or a police Fixed Penalty Notice. The issuing body, alleged contravention and legislation shown on the notice determine the representation process, the available grounds and the independent tribunal that can hear a rejected case.

The notice should be checked before payment. A representation can challenge whether the contravention occurred, whether the vehicle or recipient is liable, whether Greenwich followed the required procedure and whether compelling circumstances justify cancellation. The evidence required depends on the PCN type rather than a generic parking-ticket checklist.

Greenwich Penalty Charge Notices Explained

The first PCN identifies the alleged contravention. Later documents show how the case has progressed and which response is still available.

Parking Greenwich Penalty Charge Notice

Issued on the vehicle, handed to the driver or served by post for yellow-line, parking-bay, permit, payment, loading or other parking contraventions.

Bus Lane Penalty Charge Notice

Usually issued from camera evidence for driving in a bus lane during its operating hours. The video, signs, road markings and vehicle movement are central to the assessment.

Moving Traffic Penalty

Issued for restrictions such as prohibited turns, pedestrian zones, width restrictions and yellow box junctions. The traffic order, signs, camera sequence and exact vehicle position matter.

Road-User Charging PCN

Issued for schemes such as the Congestion Charge, emissions zones, Dart Charge or Clean Air Zones when the authority says the required charge was not paid correctly.

Notice to Owner

Served on the registered keeper after certain parking PCNs remain unpaid. It opens the formal representation stage and normally requires a response within the period stated on the notice.

Notice of Rejection

Explains why formal representations were rejected and how to appeal to London Tribunals or the Traffic Penalty Tribunal, normally within 28 days.

Greenwich Charge Certificate

Increases the penalty by 50% after the relevant appeal or payment stage has expired. It is not a fresh ordinary appeal and must be assessed against the earlier case history.

Greenwich Order for Recovery

Confirms that the penalty has been registered as a debt and encloses or identifies the Traffic Enforcement Centre witness statement or statutory declaration procedure.

Greenwich Notice of Enforcement

Issued by an enforcement agent after a warrant has been authorised. Any Traffic Enforcement Centre application must use a permitted ground supported by the actual notice history.

Pay or challenge

Should You Pay the Greenwich PCN?

Paying within the discount period may be sensible when the notice and evidence are correct and there is no proper basis for cancellation. A PCN should be assessed before payment when the contravention is disputed, the evidence is incomplete, an exemption applies, the wrong person is liable or Greenwich may have made a procedural error. Payment normally closes the case, while ignoring it can increase the penalty and lead to debt registration and enforcement agents.

The sequence differs slightly between parking, bus lane, moving traffic and road-user charging cases, but every response must match the exact document and deadline reached.

    Greenwich Penalty Charge Notice

    The PCN states the alleged contravention, date, location, amount, discount period and how to pay or challenge. Parking PCNs fixed to a vehicle may allow an informal challenge before a Notice to Owner. Many postal PCNs begin the formal representation process immediately.

    Formal Representations

    A Notice to Owner, postal PCN or Enforcement Notice can require formal representations to Greenwich. The statutory grounds depend on the enforcement scheme and the document must be answered within its stated period.

    The representation identifies the applicable ground, explains the facts and supplies the evidence Greenwich must consider.

    Independent Tribunal Appeal

    If formal representations are rejected, the Notice of Rejection explains the right to appeal. London cases go to London Tribunals. Cases from authorities outside London in England and Wales generally go to the Traffic Penalty Tribunal.

    Greenwich Charge Certificate

    A Charge Certificate normally increases the outstanding penalty by 50%. It can follow an unpaid PCN, an expired representation period, a rejected tribunal appeal or a withdrawn appeal.

    The earlier notices and submissions are checked before a Charge Certificate Letter is prepared and sent to Greenwich.

    Greenwich Order for Recovery

    If the increased penalty remains unpaid, Greenwich can register it as a debt and issue an Order for Recovery. The recipient may file a TE9 witness statement or PE3 statutory declaration only when one of the prescribed grounds is true.

    Bailiff Enforcement

    If the registered debt progresses to a warrant, an enforcement agent can issue a Notice of Enforcement and add statutory fees. A late TEC application may require TE7 with TE9 or PE2 with PE3.

    The notice history is reconstructed and the permitted application is prepared. The customer forwards the signed TEC documents using the supplied instructions.
