TfL PCN Appeal: How to Challenge a Transport for London Penalty (2026)

Received a TfL PCN? Check the evidence, explain why the penalty should be cancelled and submit your challenge to Transport for London. If TfL rejects your formal representation, you can take the case to London Tribunals.

1. Can you appeal a TfL PCN?

Yes. You can challenge a TfL Penalty Charge Notice if you believe it was issued incorrectly. Your first response goes to TfL. A formal representation explains the ground for cancellation and supplies the evidence supporting it.

A red-route parking ticket, a yellow-box PCN and a ULEZ penalty concern different rules. Match your response to the allegation, rather than sending the same explanation for every TfL notice.

2. Check your TfL appeal deadline

Use the document you have now. The start of the formal representation period differs between these routes.

  • Postal parking PCN: formal representations within 28 days beginning with service of the PCN.
  • Parking ticket issued at the scene: an initial challenge can be made straight away. If a Notice to Owner follows, formal representations are due within 28 days beginning with its service.
  • Moving traffic, including yellow boxes and prohibited turns: formal representations within 28 days beginning with service of the PCN.
  • London bus lanes: TfL accepts an initial PCN challenge. The statutory formal representation stage is the Enforcement Notice, with 28 days beginning with its service.
  • Road charging, including ULEZ: representations within 28 days beginning with service of the PCN.

3. Gather the evidence for your notice

Keep a copy of the PCN and identify the disputed detail: the vehicle, journey, restriction, payment or person liable. Put the documents that establish that point alongside your explanation.

  • Parking or stopping: the photographs, restriction sign, bay markings and any loading, exemption or permit evidence.
  • Moving traffic: the complete camera sequence, direction of travel, approach signs and the relevant restriction.
  • Charging: the journey date, registration, payment receipt, Auto Pay record and any vehicle-compliance or exemption documents.
  • Vehicle or ownership dispute: sale, hire, keeper or police records that identify the vehicle and relevant dates.

4. Explain the ground for cancellation

Start with why the penalty is not payable, then show the evidence. Select the ground that applies under the scheme on your notice.

  • The alleged contravention did not occur: explain what the footage, signs or restriction actually show.
  • The road charge was paid, or no charge was due: identify the correct vehicle, journey and payment or exemption record.
  • You were not the person liable: provide the relevant ownership, keeper or qualifying hire evidence.
  • The vehicle was used without consent, or the recorded vehicle is not yours: supply the records that establish the circumstances.
  • A scheme-specific statutory ground applies, such as a parking procedural impropriety: explain the requirement and what happened.

5. How to submit your TfL representation

You can submit online or by post. The person named on the PCN responds, or gives written authority for a representative to act.

  1. Open TfL's challenge service and enter your PCN number and vehicle registration.
  2. Explain the ground for cancellation and attach the supporting evidence.
  3. Check the PCN reference and submit before the applicable deadline.
  4. Keep the confirmation, the text you submitted and a copy of every attachment.

Submitting by post

Complete and sign the representation section. Send copies of the evidence to the address printed on your notice, allowing time for delivery. Red-route and charging correspondence use different postal addresses. Keep proof of posting with the case.

6. What happens to the 50% discount?

TfL's red-route guidance says a challenge received within the discount period suspends the PCN. If TfL rejects it, the remaining discount period resumes. Check the reply for the amount and payment deadline.

For ULEZ, TfL confirms a 50% reduction for payment within 14 days of service. Its published challenge process freezes the PCN while the representation is investigated. Check the decision for any discount offered after rejection.

  • Parking issued at the scene: the initial discount period is 14 days beginning with the date of the contravention.
  • Camera-issued postal parking: the initial discount period is 21 days beginning with service.
  • London moving traffic and bus lanes: the initial discount period is 14 days beginning with the date of the notice.

7. TfL's response to your representation

TfL may accept the representation, ask for further evidence or reject it. Keep the written response. If more evidence is requested, reply by the date given.

  • Parking formal representations: the authority must serve its response within 56 days beginning with receipt.
  • London moving-traffic and bus-lane representations: London Tribunals says the authority should normally respond within three months.
  • Charging representations: follow TfL's written response and any deadline for additional information. The charging process is separate from parking.

8. Taking a rejected TfL appeal to London Tribunals

After formal rejection, use the Notice of Appeal or online verification details supplied to register your appeal within the 28-day period stated in the decision. London Tribunals is independent of TfL.

Parking, bus-lane and moving-traffic appeals go to the Environment and Traffic Adjudicators (ETA). Congestion Charge, ULEZ, LEZ and Blackwall or Silvertown charging appeals go to the Road User Charging Adjudicators (RUCA). Rotherhithe vehicle restrictions use the moving-traffic route.

There is no tribunal appeal filing fee. Send your grounds and evidence, read TfL's evidence pack and respond to the points in dispute by the tribunal's deadline. The adjudicator considers the evidence from both sides.

9. Already received a later enforcement notice?

A Charge Certificate, Order for Recovery or bailiff notice needs a stage-specific response. Send the latest document with any earlier correspondence. An Order for Recovery provides the applicable statutory declaration or witness statement procedure; it is not a fresh appeal on the original contravention.

TfL supplied no evidence proving the alleged ULEZ contraventions; the adjudicator also recorded manufacturer evidence that the vehicle met Euro 6 standards.

TfL did not produce the evidence it said showed notification of Auto Pay removal, and the adjudicator accepted the appellant's reliance on earlier correspondence.
